Alice Kennedy became Acting Commissioner of the Department of Housing and Community Development in 2020 and Housing Commissioner in 2021. She joined Baltimore City government in 2010, holding various positions related to homeownership and housing preservation, energy sustainability, and planning. Commissioner Kennedy envisions a Baltimore where current and future residents live in safe and decent housing, thriving, inclusive and equitable neighborhoods. As the Department works to implement the City's strategy to eliminate vacant housing, it is committed to working in partnership with communities, supporting existing homeowners and residents, prioritizing affordable housing from the outset, and minimizing displacement.
